MINNESOTA — Weeks after a Minnesota man was charged after his girlfriend died following a crash while a no-contact order was active, another Minnesota case has brought serious charges. This time, a fraud suspect accused in a massive healthcare scheme was arrested hours after he allegedly jumped from a fourth-floor balcony to escape FBI agents.

Muhammad Omar was captured after a brief manhunt, FBI Director Kash Patel announced. Video from the scene showed Omar limping away while holding one shoe after the fall.

Suspect Allegedly Fled From FBI

Authorities say Omar was wanted as part of a group of 15 people charged in healthcare fraud cases involving Minnesota’s state-run Medicaid programs.

He allegedly escaped earlier in the day when federal agents tried to arrest him. Surveillance footage appeared to show him falling during the escape and then hobbling away barefoot or partly barefoot.

Patel later announced that Omar had been arrested. He said Omar was charged with healthcare fraud tied to a Housing Stabilization Services company.

Accused of False Medicaid Claims

Federal prosecutors say Omar ran two home healthcare companies in Minnesota between 2022 and 2025.

According to the indictment, he allegedly filed false Medicaid claims for services that were not provided. Prosecutors say he then used the money for personal benefit.

Surveillance footage showed Omar limping away while holding one shoe after the escape.

Authorities say Omar received more than $3.6 million through the alleged scheme.

Prosecutors also allege he used about $150,000 of the stolen money to invest in real estate in Nairobi, Kenya. Another $60,000 was allegedly used to lease a Mercedes-Benz.

$90 Million Fraud Case

Omar was one of 15 suspects named in a larger healthcare fraud crackdown.

Federal officials said the cases together involved about $90 million in alleged fraud against taxpayer-funded Medicaid programs.

The arrests were announced during an interagency press conference in Minnesota. Officials said Omar was still on the run at the time of the announcement but was captured later that day.

More Charges Expected

Colin McDonald, assistant attorney general for the National Fraud Enforcement Division, said Omar could face more charges because of his alleged escape.

McDonald said prosecutors may add charges tied to fleeing law enforcement and obstruction of justice.

For now, Omar is in custody as the federal case continues. Authorities say the investigation is part of a wider effort to crack down on fraud in healthcare and public benefit programs.
