The incident occurred when Seng's girlfriend, Chhong Yim, told him to move out of her apartment because her children did not like him. Following an argument, Yim left the house. Seng then shot all four children in the living room and attempted to kill Sathy when she tried to escape.
Seng fled the scene after the shootings. He was later found by the police at a friend's apartment nearby. He had suffered an apparent gunshot wound to his ear. The police discovered a firearm near the victims' apartment that matched the bullets found in the children's bodies. Seng was quickly arrested and charged with three counts of murder and one count of armed assault with intent to murder.
During his trial, Seng's defense claimed he was insane at the time of the shootings due to a head injury sustained in a workplace accident in 1993. However, the jury did not accept this defense and found him guilty. On December 10, 1997, he was sentenced to three life terms in prison without the possibility of parole.
