Viktor Viktorovich Fokin was born on February 19, 1935, in Orsk, a city located in the Novosibirsk Oblast of Russia. He grew up in the post-World War II era, a time when the country was rebuilding itself. After finishing high school, Fokin enlisted in the army, where he served for a period of time. Once he completed his military service, he found work at the Novosibirsk Semiconductor Devices Plant. Fokin was known to be a leader at his job and eventually earned the title of a labor veteran.

In the late 1950s, Viktor married and started a family. He had children and worked to provide for them. His life took a tragic turn in 1988 when his wife passed away. This loss deeply affected him. By then, Fokin had aged significantly and had begun to experience hearing loss. Despite his age, he retained a considerable attraction that seemed to draw women to him.

In an effort to improve his personal life after his wife's death, Fokin engaged in relationships with various women, including sex workers, alcoholics, and transients. However, by the mid-1990s, he faced a new challenge when he became impotent.

Viktor Viktorovich Fokin committed a series of murders beginning in April 1996. He targeted women and girls, typically aged between 18 and 55. The victims often had unstable lives, such as being alcohol abusers or prostitutes. He chose these individuals because he believed that if they went missing, few would notice or look for them. Fokin would approach his victims at a location known as Railway Square, where he would talk to them and eventually take them to his home.

Once at his home, Fokin would assault and kill them. His methods varied; he sometimes strangled his victims, other times he drowned them in his bathroom, and he also used a knife to stab them. After killing each victim, he dismembered their bodies. He disposed of the remains by placing them in garbage containers.

His last known murder occurred on March 5, 2000. After dismembering the body, he discarded the parts in a trash container located on Timiryazev Street, near his home. Fokin's crimes were discovered when a passerby found a bag containing human organs and reported it to the police.

As the investigation unfolded, police conducted extensive searches of the area where the body parts were found. They inspected many houses and interviewed numerous witnesses while keeping watch for any suspicious activity. Fokin was arrested between March 7 and March 15, 2000. When the police searched his home, they discovered many items belonging to women. During his first interrogation, Fokin confessed to all the murders he had committed.

Fokin's trial took place in May 2001. The prosecutor sought a 20-year prison sentence for him. In the end, he received a 19-year sentence in a corrective labor colony. Fokin died in prison two years later, in 2003.
