Bio

Roy L. Williams was born on December 26, 1964. He grew up in a troubled environment in Philadelphia, Pennsylvania. As a child, he showed signs of aggressive behavior. Records indicate that he had threatened his mother with a knife when he was young. He also damaged household furniture and was cruel to the family dog. In addition, Williams physically assaulted his sister on multiple occasions, and one of these incidents required her to go to the hospital.

Williams faced legal trouble from an early age. He was arrested several times and was convicted of robbery three times. His behavior escalated as he got older, leading to more serious offenses. Eventually, he spent time in prison. After being released, his issues continued.

At some point, they moved around, and he had difficulty finding stable housing and positive influences. Williams’ activities in his teenage years also contributed to his troubled past. Friends and acquaintances noted that he often engaged in drug use.

Murder Story

On January 31, 1992, Roy Williams was convicted of first-degree murder and possession of an instrument of crime in connection with the shooting death of James P. McDonnell. The murder occurred while Williams was walking with three friends on Foulkrod Street after leaving an arcade. When McDonnell turned onto the street, Williams took a gun from his coat and shot him multiple times in the head, chest, and leg.

Witnesses testified at the trial that earlier that day, Williams expressed a desire to kill the "first white dude" he saw. After the shooting, he returned to the house where he had been hanging out, bragging about killing a “white boy.” Two young girls, aged 12 and 14, also testified. One of them stated that Williams had recently been released from prison and planned to kill the first white man he encountered.

After being convicted, Williams fled to Massachusetts. There, he committed an additional murder and several other crimes. He was eventually captured and brought back to Pennsylvania to face charges for McDonnell's murder. On September 14, 1993, he was sentenced to death.

Williams had prior convictions for robbery and manslaughter, along with other violent crimes. His juvenile records showed previous violent behavior, including threats and assaults against family members and animals. In 2005, Governor Edward G. Rendell signed a warrant for his execution, which was scheduled for February 17, 2005. Over the years, Williams faced multiple appeals regarding his conviction and sentence, with the Pennsylvania Supreme Court affirming the initial decision numerous times.
