Roger Reece Kibbe was a serial killer who committed multiple murders in California from 1977 to 1987. He was first arrested in 1987 for assaulting a prostitute named Debra Ann Guffie. During this time, police began investigating murder cases linked to him. In 1988, he was charged and convicted for murdering Darcie Frackenpohl, a 17-year-old girl, and received a sentence of 25 years to life in prison.

Kibbe's crimes involved kidnapping his victims. He restrained them with parachute cords and used duct tape to silence them. He would then cut their clothes in irregular shapes using a pair of scissors that had belonged to his mother. Once restrained, he sexually assaulted his victims before strangling them to death. After the attacks, he would cut off most of their hair to remove the duct tape and cover up the crime scene.

Kibbe confessed to the murder of six other women in 2009 as part of a plea bargain to avoid the death penalty. He received six additional life sentences. The bodies of some victims were found years later, while others had never been discovered until after Kibbe’s confessions.

Lou Ellen Burleigh was one of the victims. She disappeared in 1977 after leaving home for a job interview. Kibbe confessed to her murder many years later, and in 2011, her remains were found in a creek.

Kibbe died in prison on February 28, 2021. His cellmate, Jason Budrow, claimed to have killed him in retaliation for the crimes Kibbe committed. Budrow was later charged with first-degree murder. An autopsy confirmed that Kibbe died from manual strangulation.
