Robert Earnest Rozier Jr. was born on July 28, 1955, in Anchorage, Alaska. He grew up in California since his father was in the United States Air Force.

At Cordova High School in Rancho Cordova, California, Rozier had a 1.32 GPA and didn't get his high school diploma. He later went to Grays Harbor College in Aberdeen, Washington, and the University of California, Berkeley, studying African-American studies, but he didn't graduate from either school.

By 1999, Rozier was living in Cameron Park, California. He owned an auto detailing business in Sacramento, worked in web design, and had raised two children.

At Cordova High, Rozier was an amazing athlete. He played football as a defensive end and was recognized as "all-league, all-conference, all-Northern California." He could high jump 6 feet 7 inches, run the 40-yard dash in 4.7 seconds, and bench press 375 pounds. Although he didn't have his high school diploma, he went to Grays Harbor College and was recruited by UC Berkeley's football coach, Mike White. His teammate, Ralph DeLoach, said Rozier was "the best athlete on the team."

Rozier, who was 6 feet 3 inches tall and weighed 240 pounds, was drafted by the St. Louis Cardinals in the ninth round of the 1979 NFL draft. He played as number 75 for six games in 1979 but didn't start any of them. His career in the U.S. ended due to "allegations of drug use and petty crime." He then briefly played in the Canadian Football League for the Hamilton Tiger-Cats and the Saskatchewan Roughriders and signed with the Oakland Raiders for only two weeks.

While playing professional football in Canada, Rozier allegedly wrote bad checks for $20,000–30,000 (around $56,000–83,000 in 2023). By November 1986, the Royal Canadian Mounted Police had 32 warrants for fraud against him.

Rozier met Yahweh ben Yahweh, the founder of the Nation of Yahweh, in 1982. By 1986, he had become a devoted follower of this religious movement, which taught that American blacks are the true Jews. He gave away all his possessions and changed his name to Neariah Israel.

To join Yahweh's secret group, called the "Brotherhood," Rozier had to kill random white people. In April 1986, in Coconut Grove, Miami, he followed a drunk white man to his apartment and killed him and his roommate with a twelve-inch Japanese knife. On September 5, Rozier and another Brotherhood member killed 61-year-old Raymond Kelly. They cut off Kelly’s ear to show to Yahweh ben Yahweh, and when they lost it, they went back to the body to cut off the other ear. Fifteen days later, Rozier and three other members killed 45-year-old Cecil Branch by stabbing him 25 times.

On October 27, 1986, the Nation of Yahweh bought a five-building apartment complex in Opa-locka, Florida, for $480,000 (about $1.33 million in 2023). Yahweh members tried to evict residents that week. On October 31, 28-year-old Anthony Brown and 37-year-old Rudolph Broussard were shot to death, and Rozier was charged with first-degree murder.

When arrested, Rozier told the police he was 404 years old and couldn't remember his life before joining the Nation. The church supported him with a lawyer and a public-relations campaign for seven months. When Rozier demanded a different lawyer, he was excommunicated. In March 1988, Rozier turned state's evidence in exchange for a 22-year sentence. He confessed to the Metro-Dade Police Department (MDPD) about the Nation of Yahweh’s crimes and personally admitted to four murders.

By 1990, the MDPD had a 14-murder conspiracy indictment against 16 members of the Nation of Yahweh and Yahweh ben Yahweh himself. This case relied heavily on Rozier's testimony. Despite attacks on his credibility, the MDPD never caught Rozier in a lie. Ultimately, Yahweh ben Yahweh was acquitted of murder after Rozier was discredited.

Rozier was imprisoned outside Florida under a new name provided by the United States Federal Witness Protection Program. In 1996, after ten years in prison, he was paroled with the new identity of Robert Rameses. In 1999, he expressed remorse for his crimes and said he had rebuilt his life through a deep spiritual and intellectual transformation.

In July 1984, a white homeless man named Attilio Cicala was killed in Essex County, New Jersey. In March 1999, a county grand jury indicted Rozier and John Armstrong for murder, alleging it was a sacrifice to Yahweh ben Yahweh. In September 2000, the prosecutor’s office dropped the charges due to insufficient credible evidence. Rozier’s lawyer said his client had witnessed the murder and cooperated with state and federal authorities.

On February 5, 1999, Rozier, now known as Rameses, was arrested in El Dorado County, California, for writing a bad check for $66 (about $120.71 in 2023). He revealed his criminal past and former identity, leading to felony charges under California's three-strikes law. His bail was set at $10 million (around $18 million in 2023). By May 2000, Rozier was in prison in South Lake Tahoe, California, awaiting a June trial.

At the end of his trial in Placerville, California, Rozier was convicted of writing 27 bad checks for a total of $2,200 (about $4,024 in 2023). On January 12, 2001, he was sentenced to 25 years to life in prison. Under his witness-protection alias, Rozier was denied parole on February 16, 2022, and is next eligible for a hearing in February 2025. As of March 2024, Rozier is imprisoned at Mule Creek State Prison as Rameses, with prisoner number P99863.
