In the fall of 1992, Raymond A. Twyford, III and his accomplice Daniel Eikelberry committed a murder in Jefferson County, Ohio. Their victim was Richard Franks, a 37-year-old man who was accused of assaulting two young girls. Twyford lured Franks to a remote area by promising him a hunting trip.

Once there, Twyford and Eikelberry shot Franks multiple times in the head. To prevent police from identifying the body, they cut off his hands. After the murder, police found Franks' calendar diary in his pocket, which helped them identify him.

Shortly after the killing, Eikelberry was arrested. He confessed to the crime and named Twyford as his accomplice. Twyford was captured soon after Eikelberry's arrest. Both suspects reportedly showed no remorse for what they had done.

Twyford was convicted and sentenced to death. Eikelberry received a life sentence and became eligible for parole in 2024. In 2019, Twyford requested to be transported to a medical center for neurological testing. He believed this testing could help him challenge his death sentence. The district court approved the request, but a legal battle followed.

On January 14, 2022, the Supreme Court agreed to hear Twyford's case. They argued that a prisoner must show that any new evidence found would be admissible in court. The court ruled against Twyford in a 5-4 decision on June 21, 2022.
