Wolter pursued a career as an electrician, which suggests he had basic technical skills and a desire to work with his hands. He lived in Neu Isenburg, a town southeast of Frankfurt. As a young adult, Wolter faced some legal troubles. He had two convictions for indecent exposure, one in 1979 and another in 1982. His first victim was 25-year-old Gabriele Roesner. Gabriele was attacked in her home on May 7, 1980. She was raped and strangled with her own pajama bottoms. Following this, on June 14, 1980, 14-year-old Regina Barthel went missing after a walk in the woods. Her body was later found, revealing that she had been raped and stabbed to death.
On October 21, 1980, the killer struck again in Offenbach. Annedore Ligeika, a prostitute, was raped and killed in her apartment. The method matched those of the previous murders. On February 7, 1981, another prostitute, Fatima Sonnenberg, was killed in Frankfurt. She was raped and stabbed to death, discovered by police due to a call from an anonymous source.
On December 20, 1981, 16-year-old Beatrix Scheible was also attacked. She was raped and stabbed in a Frankfurt park after leaving a movie. The crimes then shifted back to Dietzenbach. On May 9, 1982, 17-year-old Regina Spielman was attacked in the woods, where she was picking flowers. She was raped and stabbed, similar to previous cases.
After an 18-month break, the killing resumed. On November 3, 1983, Ilke Rutsch, a 21-year-old, was attacked while hiking in the woods and was raped before being stabbed to death. The final victim was 22-year-old Simone Newin, who was raped and strangled on November 26, 1983, while jogging in woods.
On November 29, 1983, Wolter was arrested after he tried to assault a woman who was able to get help. He was initially held for assault and attempted rape. Investigations into his record revealed prior convictions for indecent exposure. By March 5, 1984, police announced that Wolter had confessed to five of the serial slayings.
In 1984, Wolter was sentenced to life in prison for his actions. He was a serial killer linked to the deaths of eight women, marking a dark chapter in Frankfurt's history.
