2018Mahammad Mammadov is named in public reports from Azerbaijan. The available sources do not give a clear account of his birth date, family, or childhood. There is no reliable public record about his schooling or early home life in the materials reviewed.
What is reported is that he was a patient at the Republican Narcological Dispensary in Baku. The research notes that Azerbaijan faces a serious drug problem and that the country has relatively few and sometimes poorly equipped rehabilitation centres. The dispensary where he was treated was an older facility that served people with opiate addiction.
Beyond his connection to that treatment centre, the sources reviewed do not provide further factual details about Mammadov’s early life. No verified information was found about his upbringing, employment history before treatment, or personal background in childhood.
On 2 March 2018 a fire broke out at the Republican Narcological Dispensary in Baku. The dispensary was a drug rehabilitation facility for patients with opiate addiction. Around 200 people were evacuated and 34 people were rescued from the building. At least 26 people died and four were hospitalized.
The building was an old, one-story wooden ward. Relatives and former staff said the building was decrepit and used outdated equipment. Reports said windows were barred and that patients were sometimes locked inside at night. There was no automatic fire suppression system.
Firefighters and emergency crews responded quickly. Ten ambulances and ten squads of firefighters with 43 fire engines were sent to the scene. It took about three hours for the State Fire Protection Service to extinguish the blaze.
The government first said the fire might be caused by a short circuit. Later the government said the fire was arson. President Ilham Aliyev visited the site and ordered an official investigation. A hotline was set up so relatives and witnesses could contact the authorities.
On 3 March a former patient, Mahammad Mammadov, was arrested and charged with premeditated multiple murders and damaging property. He was later given psychological and psychiatric evaluations. The Prosecutor General and other agencies took part in the legal response.
A state commission was created to investigate the causes and to help victims’ families. The commission was also tasked with resettling staff and patients and rebuilding the destroyed building. The Health Ministry announced plans to build a new, fully equipped rehabilitation center. Rights groups criticized alleged corruption and poor fire safety enforcement and the General Prosecutor's Office opened an investigation into possible violations of fire safety codes.
