Mills had a disturbing pattern of targeting prostitutes, engaging in sexual activities with them, and then running them over with his 2006 golden tan Chevy Trailblazer to reclaim his money. Sometimes, he would also physically assault his victims before using his vehicle to cause further harm.

The first known victim was 34-year-old Melinda Salazar, who was pregnant. Her body was found on a sidewalk in Southwest Detroit at 3 a.m. on October 16, 2017. The second victim, 59-year-old Carrole Ann White, was discovered face-down in the snow between the sidewalk and street on Campbell in Southwest Detroit at 3:45 a.m. on December 13, 2017. Shortly after, Mills attacked a 29-year-old pregnant woman, beating her and hitting her with his car multiple times. Fortunately, she managed to escape and alert the police.

Mills is suspected in at least two other hit-and-run incidents. On March 17, 2017, a victim survived a similar attack near Michigan and St. James at about 4 a.m. Additionally, he is linked to the death of 32-year-old Mary Penegor, found on the same street as the other victims. Investigators believe Mills might be behind several other assaults and murders, as he had the capability to frequently change and repair vehicles.

Mills was finally apprehended on April 24, 2020, after a prolonged investigation. Despite admitting to two murders, he pleaded not guilty to the charges. On November 17, 2021, Mills was convicted of two counts of second-degree murder and assault causing a miscarriage, stillbirth, or death, resulting in a prison sentence of 28 to 48 years. He is currently incarcerated at the Bellamy Creek Correctional Facility.
