Bio 

Kendrick P. Loot was a Carson-area gang member from California. By the mid-1990s, Loot was connected to Bruce Millsap, another Carson-area gang member. Together, they were involved in a violent robbery and murder spree across Southern California between 1995 and 1996.

The crimes included armed robberies, attempted robberies, shootings, and murders. The armored car robberies were especially violent because the guards were ambushed and shot during the crimes.

Loot was convicted for his role in three murders, Ramone McKissick, Fernando Herrera, and James Moon. Millsap was convicted of eight murders overall, while Loot was convicted of three murders and several robbery-related crimes. During the case, Loot was also reported to have acted violently while in custody. These incidents were used by prosecutors to argue that he remained dangerous.

Murder Story

Kendrick Loot’s murder case was part of a wider robbery and killing spree carried out in Southern California during 1995 and 1996. He was prosecuted with co-defendant Bruce Millsap, who was convicted of eight murders. Loot was convicted of three murders: Ramone McKissick, Fernando Herrera, and James Moon.

The first murder connected to Loot occurred on November 15, 1995, when Ramone McKissick was shot. Case summaries state that Millsap fired the fatal shot while Loot was driving. This killing became one of the murders later used against Loot at trial.

On November 30, 1995, Loot and Millsap were involved in the robbery and murder of Fernando Herrera, an armored car guard. Herrera was killed at Queen City Bank in Long Beach, California. The prosecution described the killing as part of a pattern in which the defendants approached armored car workers, shot them, and took money.

The third murder happened on February 9, 1996, when armored car driver James Moon was killed at Curtiss Middle School in Carson, California. Like the Herrera murder, Moon’s killing was connected to an armored car robbery. Investigators described the attacks as calculated and violent, with the guards given little or no chance to surrender the money.

Loot and Millsap were eventually tried together. On January 10, 2000, a Los Angeles Superior Court jury found Millsap guilty of eight murders and found Loot guilty of three murders. Loot was also convicted of several counts connected to robbery, attempted robbery, and attempted murder.

On February 23, 2000, Los Angeles Superior Court Judge J.D. Smith sentenced Loot to death. He also received two additional life sentences without the possibility of parole for his role in the three murders. Millsap received eight death sentences plus an additional long prison term.

Loot’s attorney argued that he should not receive the death penalty because he did not personally pull the trigger in any of the killings. However, the prosecution argued that Loot was an active participant in the robbery-murder spree and shared responsibility for the deaths.

A third accomplice, Richard Colston, testified against Loot and Millsap and awaited trial on murder charges. A fourth suspect, Emanuel Brown, died by suicide in jail after learning that he would have to stand trial.

Kendrick Loot remains on California’s condemned inmate list. As of the current available CDCR records, he is still imprisoned under a death sentence. California has not carried out executions during the current moratorium, but his death sentence has not been listed as vacated in the available public record.
