Kelly Van Engelenhoven was born in 1963. He grew up in Sioux Falls, South Dakota. Not much is known about his early childhood or family life.

As a young man, Kelly was reported to have a history of troubling behavior. This included incidents of indecent exposure. He was known to engage in inappropriate actions that raised concerns within his community. These behaviors were significant as they might have indicated deeper issues that persisted into his adult life.

In 1991, at the age of 28, Kelly Van Engelenhoven became involved in a tragic crime. He was living in Sioux Falls at that time. His life changed forever after he was arrested for the murder of an 11-year-old girl named Ann Kathryn “Katie” Clarey. On May 9, 1991, a tragic event took place in Sioux Falls, South Dakota. Ann Kathryn "Katie" Clarey, an 11-year-old girl, was kidnapped while she was doing her paper route. During this horrifying incident, she was raped and murdered.

Kelly Van Engelenhoven, a 28-year-old man, was arrested for Katie's murder. He had a history of exposing himself prior to this crime. The authorities processed the case and later, Van Engelenhoven was charged.

The Clarey family faced a difficult decision regarding the punishment for Van Engelenhoven. Despite the nature of the crime, Mike and Kathie Clarey, who were devout Catholics, chose to persuade prosecutors not to seek the death penalty. Instead, Van Engelenhoven pleaded guilty.

In 1991, he was sentenced to life in prison. He remains incarcerated to this day.
