Jon Douglas Hall was born on August 5, 1964. He was the youngest of seven children. Court records describe a troubled family background marked by violence and alcoholism. His father was an alcoholic who physically and verbally abused his wife. Hall’s relatives later testified that his father rejected him and denied that Hall was his son.

As an adult, Hall married Billie Jo Hall. Billie Jo had two daughters, Jennifer and Cynthia, from a previous relationship. Jon and Billie Jo later had two daughters together, Stephanie and Jessica. Jessica suffered from cerebral palsy, which added stress to the family’s circumstances.

By 1994, Jon and Billie Jo Hall were having serious marital problems and were living separately. Hall had also lost his job and was dealing with financial problems. Defense witnesses later described him as depressed, dependent, and struggling with alcohol. However, the prosecution argued that the killing showed planning because Hall disconnected Billie Jo’s telephone line before entering the house.

Murder Story

On July 29, 1994, Jon Hall went to Billie Jo Hall’s home to discuss reconciliation. He brought a $25 money order for child support. Before entering the house, he disconnected the telephone line at the outside utility box.

When Billie Jo answered the door, Hall forced his way inside. Billie Jo and the children had been watching television. Hall ordered the children to go to bed. When they did not immediately obey, he tipped over the chair Billie Jo was sitting in.

Hall and Billie Jo then went into her bedroom. The children heard yelling and sounds of a struggle. When the older children tried to enter, they found the door blocked. They eventually forced their way inside and tried to stop Hall from attacking their mother. Cynthia jumped on his back and bit him, but the attack continued.

Billie Jo told the children to go to a neighbor’s house for help. Hall threatened that if they left, he would kill their mother. Cynthia and Stephanie tried to use the phone, but it did not work because Hall had disconnected the line. They then ran to a neighbor’s house and called 911.

Before leaving, Jennifer saw Hall drag Billie Jo outside while she was kicking and screaming. He dragged her toward a small backyard pool. When officers arrived, Billie Jo’s body was floating face down in the water.

Investigators found the bedroom in disarray, with blood on the bed, countertop, and a wedding dress. A trail of blood and drag marks led from the bedroom, through the house, across the driveway, and to the pool. The telephone junction box outside the home had been opened and disconnected.

The medical examiner found that Billie Jo died from asphyxia caused by both manual strangulation and drowning. She had at least eighty-three injuries, including head wounds, a fractured nose, lacerations, bruises, abrasions, and defensive wounds. Some injuries were consistent with being dragged across pavement.

Hall was arrested the next day. He was later convicted of first-degree premeditated murder. On February 5, 1997, he was sentenced to death. His conviction and death sentence were affirmed by the Tennessee Supreme Court in 1999, and the United States Supreme Court denied review in 2000.

Hall later pursued post-conviction and federal habeas appeals, but his death sentence remained in place. Tennessee records continue to list Jon Hall as a death row offender for the July 29, 1994 murder of Billie Jo Hall.
