John O'Shaughnessy was born in 1965 in Chester, England. By the time he reached adulthood, O'Shaughnessy had developed a pattern of instability in his life. He was described as a "drifter and shifter," often moving from place to place. He had a reputation for spending time in pubs. It is noted that he had several children from different relationships.
In the mid-1990s, O'Shaughnessy lived in a hostel in Blacon, Chester. This hostel was home to many people in difficult situations. At the time, a mother and her two children, including nine-year-old Kayleigh Ward, were living there as they had been evicted from their nearby council house due to rent issues. O'Shaughnessy and Kayleigh's family lived in close proximity during this period.
The relationship between O'Shaughnessy and the residents of the hostel seems to have been limited. He became acquainted with Kayleigh when she was just a child. The local community had to cope with the struggles and complexities of their lives.
On December 19, 1996, John O'Shaughnessy raped and murdered his nine-year-old neighbor, Kayleigh Ward. Kayleigh had left her home to buy some chips but never returned. O'Shaughnessy, who lived at a nearby hostel, encountered her on her way home. After luring her to the banks of the River Dee, he attacked her, strangling her with his belt and her tights.

O'Shaughnessy disposed of Kayleigh's body in the river. For two months, her family and the community searched for her, unaware of what had happened. Her body was eventually found on February 10, 1997, washed up in the riverbed mud.
After the discovery of Kayleigh's body, O'Shaughnessy confessed to the crime in a midnight call to the police, stating that he had killed her. He faced trial at Chester Crown Court, where he admitted to both the rape and murder on December 5, 1997.
The court sentenced him to life imprisonment, recommending that he serve a minimum of 30 years before being considered for parole. O'Shaughnessy was 32 years old at the time of the crime and was expected to remain in prison until at least 2027.
