Joe Vance Tilley was born in 1974. He grew up in Oklahoma. As a child, there is little public information about his family life or upbringing. Tilley later attended Madill High School. During his time there, he was known to have been a typical teenager.

As Tilley entered his teenage years, he began to exhibit troubling behavior. By age 16, he was involved in serious incidents that would change his life forever. In September 1990, Tilley became the subject of local and later national news due to events that occurred during this time.

Before these significant events, he was generally known as a young man navigating adolescence like many others. Tilley’s early life details remain sparse, focusing on his teenage years leading up to pivotal moments in September 1990. His early experiences in life would later play a role in his legal case but are not widely documented.

Murder Story

On September 10 and September 14, 1990, Joe Vance Tilley committed two murders in Oklahoma. His first victim was Herman Deagon, a 75-year-old man whom he shot. This murder took place in an alley in Ardmore, Oklahoma, four days before Tilley murdered Kimberly Ann James, a 15-year-old girl from his high school. After Tilley picked her up from her home during the early hours, he drove her to a secluded area.

Tilley then forced Kimberly out of the car and began to strangle her. When he felt she was no longer alive, he put her body back in his car and took it to a bridge over the Washita River. There, he threw her body into the water. Kimberly’s body was found by fishermen three days later.

Tilley confessed to both murders shortly after his arrest. He first admitted to the killing of Kimberly to two acquaintances, providing details that matched the crime scene. He also confessed to law enforcement officers, further confirming his involvement in both killings.

In 1996, Tilley was sentenced to death for the murder of Kimberly James. However, his death penalty was overturned in 1998 by the Oklahoma Court of Criminal Appeals, which ordered a new sentencing phase. Tilley was resentenced to life in prison without the possibility of parole in 1999, with the agreement of the victim's parents. He remains in prison for both murders.
