Jeffery Lynn Williams was born on October 15, 1971. He grew up in Texas. In his early years, not much information is available about his family or childhood. As he got older, he struggled with his education. He dropped out of school in the ninth grade.
His life took a troubled turn when he began getting into trouble with the law. At 17, he was first caught stealing a car. This led to a legal record that continued to grow. He was sentenced to jail and also put on probation. Soon after, he was involved in more serious crimes. In 1989, he was sentenced to prison for auto theft and aggravated assault.
Williams spent time in and out of prison during the early 1990s, with multiple sentences for various theft-related charges. Each time, he was released on parole, but he struggled to stay out of trouble. His repeated arrests hint at a pattern of illegal behavior that began in his teenage years and followed him into adulthood.
During his life, defense lawyers later claimed Williams experienced a difficult childhood that included physical and sexual abuse. However, details about his home life during his younger years are limited. His early life was marked by criminal activity, leading to many stints in prison.

On October 26, 1994, Jeffery Lynn Williams broke into the apartment of Barbara Jackson Pullins in Harris County, Texas. He entered with a knife and assaulted her. He attempted to suffocate her using a plastic bag, but when that did not work, he strangled her with a cord from an iron. After killing Barbara, he inflicted burns on her body using a cigarette and attempted to destroy evidence by trying to set her body on fire.
While in the apartment, Williams also attacked Barbara's nine-year-old daughter, Jamie Jackson. He choked Jamie awake, then raped and struck her. After leaving the apartment, Jamie found her mother dead and went to her grandmother’s nearby apartment for help.
Police discovered Barbara's body in the living room. They noted that her feet had been tied together with a telephone cord. The investigation revealed that Williams had stolen some of Barbara's possessions, including her car, which was later found near his residence.
Later, investigators matched Williams' fingerprints to those found in the apartment. Jamie positively identified him as her attacker during a police photo lineup. After collecting substantial evidence and obtaining a confession from Williams, he was arrested four days after the murder.
In May 1995, Williams was convicted of capital murder and sentenced to death. He remained on death row until his execution by lethal injection on June 26, 2002.
