Howard Hughes was born on June 9, 1965, in Llandudno, Wales, to Gerald and Renee Hughes. Known to grow abnormally tall by adolescence (reaching above 6'8") due to XYY syndrome, Hughes also had learning difficulties and behavioral issues. His parents attempted to provide him with structure by sending him to private schools in England and Wales, but after repeated expulsions for violent conduct, he was placed under a mental health supervision order at age 16, following an assault on a 7-year-old boy—an incident that foreshadowed his later crimes.

Hughes faced trial at Chester Crown Court beginning June 24, 1996. Despite the absence of forensic evidence, the jury was presented with testimony from his father—detailing Hughes's confession—along with sightings from a criminal witness who reported seeing Hughes carrying a sack with what appeared to be a body. Another witness corroborated Hughes's desire to harm young children.
On July 18, 1996, Hughes was unanimously convicted of abduction, rape, and murder. Justice Richard Curtis, sentencing Hughes to three life terms, lambasted him as "a fiend" and recommended that he should never be released.
