Frederick Guy Browne was born in 1883 in Catford, London. Standing at 6'7", he was a striking figure. Browne began his criminal career with bicycle thefts, later escalating to car thefts and armed robberies. He served multiple prison sentences, including time at Parkhurst and Dartmoor Prisons. After his release in 1927, he established a garage in Clapham, London, which served as a front for his criminal activities.​

On September 27, 1927, PC George Gutteridge was patrolling near Stapleford Abbotts, Essex, when he stopped a stolen Morris Cowley driven by Browne and his accomplice, William Henry Kennedy. While Gutteridge was recording details, Browne shot him twice in the cheek and once in each eye, killing him instantly. The motive was to prevent identification.​
