Craig Neil Ogan Jr. was born on December 18, 1954. He grew up in St. Louis, Missouri. He showed interest in languages and was known to speak Spanish, French, and Portuguese. Ogan eventually got involved in drug dealing. Between 1979 and 1985, he was known to sell large quantities of marijuana and worked as a confidential informant for the Drug Enforcement Administration (DEA).
In late 1989, Ogan moved to Houston, Texas. He made this move because he feared that his cover as a DEA informant had been compromised. In Houston, the DEA instructed him to live in an apartment and to become familiar with certain clubs in the area. They wanted him to establish a presence but advised him not to carry any weapons. Ogan struggled to follow these instructions.
After moving to Houston, Ogan faced problems. He had disagreements with local dealers about possible drug transactions. He also had disputes with staff at the motel where he was staying. The situation deteriorated, and he became angry and agitated about various personal issues.
Craig Neil Ogan Jr. became involved in a violent incident on December 9, 1989, in Harris County, Texas. Ogan was acting as a DEA informant at the time. He lived in Houston, where he had recently moved. He was instructed by DEA agents not to carry a weapon and to avoid dangerous situations.
On the day of the murder, Ogan was staying at a motel and had a confrontation with the motel's desk clerk over a dispute regarding long-distance calls. Following this argument, he left the motel and approached a police car that was handling a traffic stop. The car was occupied by Officer James C. Boswell and his partner, Officer Morgan Gainer.
Ogan knocked on the window of the police car and began expressing his concerns, claiming he was cold and needed assistance. Officer Boswell asked Ogan to step back and wait. Ogan ignored this request and insisted he needed help immediately. Officer Boswell then got out of the car to tell Ogan to leave.
Without warning, Ogan shot Officer Boswell in the head. After the shooting, Officer Gainer chased Ogan, and during the pursuit, he shot Ogan in the back, resulting in Ogan's capture.
Ogan was arrested on the same day as the murder. He faced trial and was convicted of capital murder. He was sentenced to death and executed by lethal injection in Texas on November 19, 2002.
