Carroll Joe Parr was born on October 18, 1977, in McLennan County, Texas. Parr dropped out of school in the third grade and spent much of his childhood on the streets. By the time he was nine years old, he was already involved in street life.
As a young man, Parr faced several legal issues. He was first convicted of delivering cocaine when he was 19 years old. He was placed on probation but broke the terms of his probation and served two years in state jail. After his release, he continued to get into trouble with the law. Over the years, he had multiple convictions, including for evading arrest and possession of marijuana.
Parr had a reputation on the streets, where he was known by the nickname "Outlaw." His life involved various illegal activities, particularly drug dealing. There were claims about his involvement in violent incidents, but he was not always charged for them.
On December 9, 2001, Carroll Joe Parr was involved in the murder of Ronnie Zarazua. It was reported that Parr killed Zarazua because he was expected to testify against a friend of Parr's. After the murder, Parr did not show remorse and even took a witness to the place where he dumped Zarazua's body.
On January 11, 2003, Parr returned to the B&G Convenience store in Waco, Texas, after previously purchasing marijuana from Joel Dominguez. Parr and his friend, Earl Whiteside, were armed. They forced Dominguez and his friend, Mario Chavez, to go to a fenced area beside the store. Parr demanded money from them. After Dominguez gave him the money he had, Parr commanded Whiteside to "smoke 'em." Whiteside shot Chavez in the hand, and Parr shot Dominguez in the head, resulting in Dominguez's death.
Parr was arrested and charged with capital murder for the killing of Dominguez. Testimony at the trial included evidence that indicated Parr had a history of violent behavior and showed a lack of remorse for both murders. Witnesses testified that Parr had confessed to them about his involvement in both killings.
On June 4, 2004, a jury convicted Parr of capital murder, leading to his sentencing to death. His appeals were denied, and he was executed by lethal injection in Texas on May 7, 2013.
